Responsibilities

P&M as a subcontractor to CDM Smith was awarded the Cost Estimating element of the A-E services associated with engineering evaluation and recommendations for repairs, rehabilitation, equipment replacement and alternative solutions for the sanitary sewer system, sewer pumping stations, wastewater treatment facility and marine outfall. Estimating was conducted at the project planning phase and developed construction capital costs at the conceptual design level (less than 10% engineering design). 

Deliverables included:

  • Square foot OPCC (Opinion of Probable Construction Costs) estimates for 6-year CIP (Capital Improvement Plan)
  • Comparative OPCC estimates for select alternative components
  • Square foot OPCC for Packaged Alternative Projects (years 7-20)
  • Basis of Estimate Technical Memo

Cost estimates were generated using WinEst and Success.
