King County – Solid Waste Division – Factoria Recycling and Transfer Station Project Controls Services

In April 2011, P&M was awarded a one–year Sub-consultant Agreement to provide project controls and risk assessment services for the Factoria Recycling and Transfer Station during design. The project features an enclosed solid waste processing and transfer area, an employee facility, a scale house with a weigh station plaza, a fueling port, a maintenance shop, household hazardous waste, recycling and processing facilities, and a vactor truck decant area. The new recycling and transfer station will utilize municipal solid waste compactor units to bale waste for future intermodal transportation.

Responsibilities

P&M provided project controls, risk analysis and monitoring services during the design phase. The work includeed the following tasks: Facilitate risk workshop meetings, qualify and quantify risks and their impacts on schedules and costs and to develop corresponding mitigation plans. Conduct risk monitoring through out the design phase. Provide Cost Controls including Trending, Variance Controls and Forecasting. Develop and maintain an integrated project schedule from planning to close out. Develop progress report template, earned value (EV) tool and implement earned value management practices, and provided recommendation on contingencies and capital budget.
