Budget Evaluation Study Team (BEST) for Evaluation of the Lake Sammamish State Park: Sunset Beach Bathhouse Replacement

The BEST team, led by Säzän consisted of multi- disciplined professionals, was tasked to conduct a study utilizing Value Engineering (VE) techniques on the new 5,431 SF Sunset Beach Bathhouse Replacement project. The new Bathhouse will include family and public restrooms, concessions with a covered seating area, an indoor multipurpose flex space, a lifeguard/first aid station and storage. Site improvements include new paving around the building, a fire lane from the parking lot, stormwater conveyance swale, a raingarden and site utilities. The structural framework is composed of modular-sized bays framed with heavy concrete moment frame columns and beams on a matt-slab foundation. The in-fill walls are concrete masonry units with a cedar rainscreen over rigid foam insulation and cementitious protection board. The roof enclosure includes a planted green roof over a fluid-applied membrane, skylights, and a building integrated photovoltaic (BiPV) translucent array roof assembly. Mechanical system includes electric radiant heat and ventilation select spaces.

The project is an element of the Lake Sammamish State Park community visioning process that resulted in the Lake Sammamish State Park Redevelopment and Restoration Concept Plan. The facility incorporates numerous sustainable design features to lower its environmental impact, blend into the park landscaping, and demonstrate sustainability to the public.

P&M provided a certified cost estimator who was responsible for the following:

  • Estimating Costs for Proposed Value Engineering ideas. 
  • Writing Proposed Alternative Value Engineering concepts. 
  • Analyzing existing project estimate for completeness and accuracy. 
  • Budget Analysis Report. 
  • Estimate versus Proposed Alternative Comparison Report. 
  • Constructability of project plans.
