Program & Construction Project Controls Consultant
P&M is seeking a Program & Construction Project Controls Consultant to support various types of projects with cost and schedule management in the Greater Seattle area. Successful candidate must demonstrate strong personal initiative and the ability to work as a team. Candidate will need to perform multiple tasks, prioritize, organize, and complete projects under tight time constraints. Strong communication skills are required.
MINIMUM REQUIREMENTS: The candidate should have a degree in Construction Management, Engineering, Architecture, Project Management, or a related field. Additional professional certifications are a plus. Work experience should include minimum of 7-12 years of professional project controls/construction scheduling experience.
- Ability to work in a team-oriented environment with client’s staff, project managers, designers, and contractors
- Flexible individual that can manage last-minute needs with a positive attitude and turn the work around quickly.
- Construction experience
- Translate construction activities into CPM schedules
- Project management and control principles and systems
- Project metrics to develop cost and resource loaded baseline schedules
- Project scheduling practices and principles based on WBS
- Standard project reports to monitor schedule progress, expenditures, variances, and exceptions
- Project life cycle of conceptualization, planning, execution, and close out Provide periodic assessments and updates of project performance in planning and scheduling areas including:
- Resource Utilization & Burn Rate analysis
- Construction Production Rate Analysis
- Critical Path Analysis
- Trend Analysis
- Time Impact Analysis (TIA)
- Schedule Variance Identification
- Ascertain variance explanations, and corrective action required
- Revise schedule baselines if necessary
- Document changes with detailed explanation and supporting data
- Develop reports as appropriate and support presentations to clients
- Review project documentation to ensure that contractor schedules are developed as specified and updated correctly. Provide comments as appropriate
- Develop baseline plans and schedules integrating design, subcontractors and material supply schedules into master construction schedule as required by under the scope of services. Establish critical and near-critical path activities and present to project management.
- Manage project budgets and forecast cost at completion
- Review and track project expenditures and perform misc. cost accounting tasks such as coding and review of invoices
- Identify potential project savings and increases Maintain cash flows
- Maintain trend logs and monitor commitments
- Maintain risk registers
- Earned Value Management
- Participate in development of presentation materials and status reports
- Actively participate in industry associations
ENVIRONMENT: Will generally work in an office environment with field visits to project sites.

Mid - Sr. Cost Estimator
P&M is seeking a well-rounded, mid to senior level construction cost estimator to support various types of construction projects including transit, infrastructure, airports, utilities and waste water projects primarily in the Greater Seattle area. Successful candidates must demonstrate strong personal initiative and the ability to work independently and as a team. Have the ability to perform multiple tasks, prioritize, organize, and complete assigned tasks under time constraints. Estimating accuracy, working knowledge in On-screen Take-off software, strong written and verbal skills, presentation and communication abilities are a must. Good working knowledge of commercial estimating software is a plus. Ability to perform Conceptual and Engineer’s estimates is preferred; as we develop/review estimates at several design levels.
MINIMUM REQUIREMENTS: The candidate should have a degree in Construction Management, Engineering, Architecture, Project Management, or a related field. Additional professional certifications are a plus. Work experience should include minimum of 7-10 years of professional cost estimating experience. Experience on GCCM, or Design/Build projects is a plus. A valid Washington State driver’s license, or the ability to obtain one, is a must.
- Understand the principles and methodology of construction cost estimating from a consulting estimating perspective
- Interface with customers, project managers, design and engineering staff, including self-management of estimating work-load
- Develop conceptual to definitive engineer's construction estimates
- Estimate most divisions of work for a given project
- Follow a standard work breakdown structure
- Estimate man-hours and crew-hours for a given construction activity, coupled with the ability to adjust for these hours within the software package
- Translate construction activities into estimated costs
- Perform quantity take-off across multiple divisions of work
- Possess strong ability to develop, write and communicate major assumptions, exclusions and clarifications in a Basis of Estimate document
- Possess a networking attitude to maintain, promote and build up or grow the cost estimating business
- Develop and maintain cross-discipline relationships within the estimate team
- Knowledge of AACE Estimating Classifications and Recommended Practices
- Implement estimating methods that support the level of effort requirements or estimate classification
- Some knowledge of non-construction costs or soft-costs for engineering, services during construction and other owner related costs
- Develop estimates in the accuracy and level of detail required for the intended purpose of the estimate
- Demonstrate a proven track record of accurate construction cost estimates
ENVIRONMENT: Will generally work in an office environment with occasional field visits to project sites in the GreaterSeattle area. Travel and/or assignment to local client offices might be required. Candidate will work as part of an estimating team under the instructions of Director of Estimating. Willingness to learn new ideas, methods and techniques will lead to more challenging projects with leadership roles. The candidate will be expected to obtain a professional certification in estimating within two years of employment.
